C7 and C9 bulbs differ primarily in size, base, brightness and typical use.

C9 bulbs are larger and brighter, making them ideal for large-scale outdoor displays like rooflines, while C7 bulbs are smaller and have a softer glow, suiting smaller applications like windows or indoor decorations.

The main technical difference is that C9s use a larger E17 socket and C7s use a smaller E12 socket, so they are not interchangeable.
